It could be that Springfield is a town trying too hard to be a city. Various groups have formed to study economic growth in Springfield over the years, and they always seem to fade into obscurity after time, with no mission forward. Is there Lead in the water?
I'll try to gather more information. Hopefully a pattern will emerge that will enlighten all of us to possible solutions.
